I had an external jugular IV?

I had an external Jugular IV for 3 days about a month ago. I am still extremely sensitive in the area they had it, they were power injecting IODINE for a CT scan and it infiltrated. It hurts when I swallow and that side of my neck the vein is taut and hard. Is this normal? Any suggestions?
