Ex-spouse military surveillance?

Let's pretend that my ex-husband has been in the military for 32 years in Intelligence.....Let's say that he has high security clearance and makes references to his ability to infiltrate all aspects of my life, including surveillance, my whereabouts, banking...you name it. Granted, a good Private Investigator can do that....My question is, can you be so high up in military rank, that you can use military resources for your own personal use?
